Will this fit my State 4130 fixie?
No. This is a 144 BCD crankset; State's 4130 fixed-gear/single-speed bikes take 130 BCD chainrings. Use the Steel Forged 3D crankset (130 BCD) for those.
Does it come with a bottom bracket?
No. It uses a square-taper bottom bracket, which is sold separately.
