Philodo Falcon Review: 4000W, 45 MPH, and the Catch

Two 2000W motors, a 1920Wh battery and 45 mph for $1,599. The Philodo Falcon is a lot of machine for the money. It is also not an e bike in the legal sense, and that decides who should buy one.
The verdict
Buy it for private land and trails. Not for the bike lane.

A legal e bike tops out at 750 watts. 15 U.S.C. 2085 The Falcon runs two 2000 watt hub motors, one front and one rear, which Philodo rates at 5000 watts peak and 2 x 105 Nm of torque. Philodo That is all wheel drive on four inch fat tires, and it is the whole reason this bike exists: sand, snow, mud, and pulling a load up a grade that stops a single motor bike.
What you get for $1,599
The battery is the headline after the motors: 60 volts, 32 amp hours, 1920 watt hours, built on LG cells, and Philodo lists it as UL certified. You also get hydraulic disc brakes with motor cut off, a lockout front fork with a rear air shock, a Shimano 7 speed, a 450 pound max load, and two frames: a step over on 26 inch tires and a step thru on 24 inch tires. On range, Philodo claims 50 to 100 miles. Independent testers land lower. Hazers puts hard throttle on both motors at 25 to 40 miles and suggests you "cut it in half for a safe minimum." Hazers GoEBikeLife used 48% of the battery in 16 throttle heavy miles, but finished a 31 mile mixed loop with 58% left. GoEBikeLife Plan on the low number if you ride on the throttle.

The catch, said plainly
At 4000 watts and 45 mph, the Falcon is not a Class 1, 2 or 3 e bike anywhere. Every class stops at 750 watts, and the fastest class stops assisting at 28 mph. BLM That top speed belongs on private land and off highway trails.
Three more things worth knowing before you buy. The charger is 2.5 amps, so a full charge takes Philodo's stated 10 to 12 hours Philodo, and Hazers timed 12 to 13. The warranty is 1 year on frame, parts and battery. And Philodo does not publish the bike's total weight. Hazers lists it at 102 pounds Hazers, and GoEBikeLife says over 100 with the rack and fenders, so "you roll it, not lift it."
Can't you just dial it down?
Plenty of riders love this bike, and the reviews back them up. Scott Hardesty sums it up as "exceptional bang for your buck" Scott Hardesty, and Hazers says that for a true 60V ride without spending several thousand dollars, the Falcon is "hard to beat." Hazers GoEBikeLife goes a step further and points to the display as the fix: set the top speed to your local limit before you ride trails and shared paths. GoEBikeLife It is a fair point, and a lot of owners will read it that way.
Our read is different. A speed setting caps how fast the Falcon goes, not how much power it makes. Each e bike class is defined by a 750 watt motor limit as well as a speed limit, federal law draws the same 750 watt line, and California's code says a vehicle "intended by the manufacturer to be modifiable" past 20 mph or 750 watts is not an electric bicycle at all. CA Vehicle Code 312.5 Dialed down or not, this is a 4000 watt machine, so we would still ride it where power is welcome.

Who should buy it
Buy it if you have land to ride on: a farm, a hunting lease, dunes, snow, or trails open to off highway vehicles, and you want all wheel drive and a huge battery for less than half the price of the single motor Bakcou hunting bikes we carry, which start at $3,899. Skip it if you need to commute on public roads or bike paths. A Class 1 to 3 e bike is the legal tool for that job.
Questions before you buy
Is the Philodo Falcon street legal?
Not as an e bike. At 4000 watts rated and 40 to 45 mph it exceeds every e bike class. Lowering the top speed does not change the motor rating, and California does not treat a bike built to be modifiable past 750 watts as an electric bicycle. Street use depends on your state's moped and motorcycle rules.
How far does it go on a charge?
Philodo claims 50 to 100 miles from the 1920Wh battery. Testers report 25 to 40 miles on hard throttle with both motors. Pedal assist gets you toward the high end.
How long does it take to charge?
Philodo states 10 to 12 hours with the included 2.5 amp charger. Hazers timed 12 to 13.
How much does it weigh?
Philodo does not publish it. Hazers lists 102 pounds, and GoEBikeLife says over 100 with rack and fenders.
